An Employer of Record is a company that legally employs staff on behalf of another business. The EOR runs payroll, withholds taxes, provides benefits, and takes on the compliance duties of a formal employer. The client company still directs the day to day work.

Businesses often use an EOR to hire abroad without setting up a local entity. This is different from working with a recruiter.
